Directives of Education Policies in Sudan:

The educational policies in the Sudan are based on the following directives:

  1. The National Comprehensive Strategy for education sector for the period 1992 - 2002 which includes the following axis:
    • Generalization of basic education.
    • Promotion of general education's syllabuses.
    • Training of teachers.
    • Organs and structures of general education.
    • Educational planning, evaluation and cost.
  2. Recommendations of general education policies conference. (1990)
    The education policies conference was held in 1990 to revise and promote directives, policies and syllabuses of education in the light of the educational revival currently prevailing the country.
  3. General Education Act (1992): The articles of the Act have dealt with structures, goals and kinds of education. There are also interpretive regulations governing administration of education including basic and secondary school regulations in addition to the Parents Councils Regulations.
Other directives of education policies comprise the following:
  • The National Council for General Education.
  • The National Council for Illiteracy Eradication and Adult Education.
  • Deliberations and recommendations of the international educational conference such as Jomitan Conference on education for all the international conference for children.
Goals of the Sudanese Education:
The Sudanese education is aiming at achieving the following:
  • Strengthening religious faith among the youngsters.
  • Building an independent, pious and self-reliant society.
  • Promotion of patriotism and loyalty.
  • Encouragement of innovators and innovation and promotion of talents and skills, through training on the modern technology means for the sake of good and well-being.
  • Promotion of environmental awareness among youngsters and enlighten them on the components of the universe and nature - air, water, earth and sky, to perceive the God gift and keep them from decay for benefit of mankind.
Priorities of Education Policy:
The priorities of education policy come within the context of the declared directives and goals and include the following:
  • Generalization of basic education's intake for all prior to being compulsory by the advent of 1998 and expansion of basic education scope through the expansion of pre-school and informal education to enbale individuals and families acquire additional knowledge, skills and values.
  • Ensuring education equity by giving special concern to all categories, especially nomads and those displaced by natural disasters and war.
  • Improvement of education quality through improvement of better school environment and promotion of syllabus, textbooks, educational aids and education profession.
  • Diversity and linking education with the requirement of cultural, social and economic development.
  • Eradication of illiteracy the year 2000.
Types of General Education in Sudan:
Regular education, which includes:
  1. Pre-school education: Kindergarten / Khalwa (Quranic school)(2 years).
  2. Basic stage education: includes pursuit of general basic and applied knowledge which is associated with local environment in addition to the basic human knowledge (8 years).
  3. Secondary school education: It is more specialized and is considered more preparatory for higher stages. It is divided into academic secondary education and technical education (commercial, industrial, agricultural and women education)
Arabicization of Higher Education:

Arabic is the main official and popular language in the Sudan. In other words it is a lingua franca.
The Higher Authority of Arabicization was established in 1991 in pursuance to a political decree stipulating that Arabic language should be the language of teaching and scientific curriculum at the Sudan higher education institutions and entrusted with the execution of the arabicization policy.

Goals in the Authority:
The goals of the Arabicization Authority are as follows:
  1. Setting, following up and implementing general policies and plans related to arabicization and coordination among the Sudanese universities in this connection.
  2. Arabicization and unification of physical and applied science terminologies at the Sudanese universities.
  3. Conducting the necessary studies to make a success arabicization march and the correct use of Arabic language at the Sudanese universities.
  4. Establishment of Arabic language scientific library specialized in physical and applied sciences and encouragement of writing, translation and scientific publication in Arabic language and setting conducive means to achieve this goal.
  5. Conducting any other additional contributions that help boost the arabicization process within the authority's responsibility.

Since its establishment, the authority has been attempting to realize this goal in cooperation with the Sudanese universities and arabicization specialists along with arabicization centres and Arabic language academies in the whole Arab world.
There efforts were corronated with realization of the arabicization goal within a 5 year period and the first batch graduated from the Sudanese universities after having completed their studies in Arabic language.

The arabicization process has now covered all the state run higher education institutions except few faculties of applied sciences in only two universities where work is underway to complete arabicization in the near future.
Very few private institutions are remaining teaching their courses in foreign languages, but the government has now linked licencing of establishing new private institutions with their commitment to apply arabicization policy.
The following are major achievements scored by the higher authority for Arabicization:
Concerning issuance of unified dictionaries, the authority in cooperation with the Sudanese universities has already released the first editions of the following dictionaries:

  1. Physics unified dictionary.
  2. Chemistry unified dictionary.
  3. Engineering unified dictionary.
  4. Mathematics unified dictionary.
  5. Unified medical dictionary as a basic source for medical sciences, including medicine, veterinary, pharmacy, dentistry and nursing.
There are another series of dictionaries under publication and expected to come out by this year:
  1. Computer unified dictionary.
  2. Geology unified dictionary.
  3. Archaeology and history unified dictionary.
  4. Agricultural unified dictionary (under preparation at the faculty of agriculture, University of Khartoum).
Modernization of Dictionaries:

No doubt, all sciences whose terminologies are determined and unified by the authority are progressing and renewable, therefore the dictionaries are subsequently needing revision from time to time and republication to go in line with the present. Accordingly, a permanent and specialized committee was set up to be in charge with upgrading these dictionaries.

Complementary Studies in Arabicization:
Regarding studies perquisite and complementary to Arabicization, the authority has issued the following publications:
  1. The Alphabetical Equivalents.
  2. Proper nouns writing.
  3. General university terminologies dictionary.
The authority has presented a number of scientific papers before arabicization symposia organized in the Arab states on the terminologies of water sciences, remote sensing date, mechanical engineering symbols and abbreviations in addition to arabicization curriculum and Sudan's experiment.
Moreover, Arabic language scientific universal library was set up to serve university professors and post-gruaduates.
Conferences and symposia organized by the Authority:
  1. The 7th Arabicization Conference (1994) was organized in cooperation with Arab League Education, Scientific and Cultural Organization (ALESCO), which considered the successful one ever organized by the Organization.
  2. About nine symposia on the arabicization of terminologies were also held in coordination with universities.
  3. Several lectures were also presented before different forums on arabicization prosess.
  4. Due to this contribution, the higher authority of Arabicization has ranked an advanced position among the Arabic centres and authories for Arabicization.
The Future Tasks of Arabicization Higher Authority:
  1. Introduction of dictionaries to follow up the progressive movement of sciences and issuance of unified dictionaries of the science language for all the Sudanese universities.
  2. Translation, writing and publication of textbooks and reference sources whose publication and translation priority is not considered by the professors due to their pre-occupation with the translation and writing of curriculum.
  3. Issuance of scientific magazine to deal with arabicization affairs and the gist of science and culture and facilitate their learning in Arabic.
  4. Conducting of studies complementary to arabicization.
    Conducting of studies on the Arab scientific heritage to authenticate this knowledge and associate its present with the past and make it accessible and understandable for learners.
  5. Establishment of universal scientific library to include all the university specializations and elsewhere.
  6. The Higher Authority of arabicization should remain a link between the Arabicization efforts in Sudan and all Arabicization authorities in the Arab world in coordination with both Arab and Islamic nations.
